I defragmented my c drive & learned there is a large file that can't be defragmented. It is:
C:\Documents and Settings\Administrator\Local Settings\Temp\Photoshop Temp2423144
The size is 25,182,820kb...
Do I need this file?

Since it appears to be a Photoshop file - does Photoshop work correctly and has it saved all of your files?

Try renaming the temp file with a Photoshop accessible extension and see if it does anything.
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.

Good idea to rename it...

Everything seems to work okay so I deleted the file... no idea what I did to create the file but all's well that ends well.

Thanks!
