When I turn my computer and get a DELL logo splash, I get this message right after it:

"NTLDR is missing
Press Ctrl + Alt + Del to restart"

This happened to me when I installed Kazaa, which I extremely regret doing now. Half (literally) of my files were also gone when I came back to my computer the next morning... (Mainly the programs not the documents) and I was asked to insert the Windows CD and there was something about a Service Pack...

Please tell me if there's any way I can log on to my computer again, and at least get some of my files transferred on a CD before formatting the whole computer.

I'll check back tomorrow, since I'm out of time in the library.

You could try doing a System Restore.

Start/All Programs/Accessories/System Tools/Systems Restore.
Choose a date that is highlighted,or a date before you installed Kazaa.
Chaos reigns within.
Reflect, repent, and reboot.
Order shall return.

But I can't get to the start menu since the only thing I can do is turn my computer and get the error above (on a black screen).

Have a look at this article called How to Fix; NTLDR Is Missing.

You may have to download the required files onto a Thumbdrive ( maybe at the library?),then install them into your computer at home.
Chaos reigns within.
Reflect, repent, and reboot.
Order shall return.

I'll try that.

Thank you!
