is it possible for someone to move their mouse over a image and a menu appears with links to over pages?
ive seen this before, if so can someone please provide the code?

This can be done with DHTML. Applications like dreamweaver will make the code for you i think. But if you search on www.javascriptkit.com there is alot of sample codes for things like that.
