Not necessarily.
Downloading from peer-to-peer services isn't necessarily illegal, although dowloading copyrighted material is regarded as illegal regardless of how it's downloaded.

Also, the network Limewire uses, gnutella, is rife with viruses and trojans. I don't recommend using it to aquire software.

Funny you should ask. Ran my spyware detector in safe mode and it removed Limewire as spyware. And I had Limeware Pro! I never really used it and will not miss it either.

Well there isn't one that's monetarily free. If the music is produced by a label then they're getting their cut. If you download it for free then it's piracy. There's iTunes, of course, I've not really used it myself, but it's a decent legal service.

There's also older music that's in the public domain. Classical music, mostly.

Wikipedia also has a repository of music in the public domain.
