Can't Make New Folders

When I rt. click anywhere in windows, the drop down menu appears and as soon as I highlite the "new" (folder) button I get this message:

Every thing else on the dropdown menu works OK. I've ran virus scan and malware programs (CA 8.1 and SPYBOT) and cleaned everything. I had started installing "eprompter v.2" but stopped it... realizing I hadn't created a folder for it yet. That is when I noticed the problem. ***note The problem may have been there already..I'm not sure. Any body seen this prob. before ???
