What Program To Make A Menu

i want to know a good program to use to make a menu which doesnt require any sorftware for my external hard drive because i have a lot of file on it and i need something which when people click on it it opens a box where cool effects and it lists the names of the folder and the sub catergory and it is for offline use. where i can make custom backgrounds and sounds.

You could create a .html (web page) and serve it from the computer with IIS, which XP comes with. Creating a web page for your LAN will give you all the features of and web site. Just hyperlink each file.

i dont quite understand how to serve it from the computer IIS
and how would i make a webpage i am very new to this
