i cant install service pack 4 for Win2000

i've tried to run service pack 4 update many times and i get the same error. It says c:\winnt\system 32\drivers\atapi.sys is open or in use. i close all programs before i run it and i still get this error. thank you

Do a network installation of the file instead in safe mode. Download:

http://download.microsoft.com/download/E/6...E/W2KSP4_EN.EXE

Then reboot into safe mode and install that file from there.
