Here's a link to a description of the error message: http://aumha.org/win5/kbestop.php#0x21a

As you can see, it's related to security on your system. From what I've seen, this is most commonly due to viruses or system corruption. Did your scans find anything and did it remove them? If so, what did you use to scan and what did it remove? This could also be due to the improper removal of malware (which causes system corruption).

I'd first consider if your virus scan/spyware scans were effective. If there's any doubt at all, try this free online scan: http://safety.live.com/ Choose the "Full Service Scan" and let it fix whatever it finds.

If that doesn't fix it, then I'd try SFC.EXE /SCANNOW from the Run dialog. Please read this mini-guide prior to running it: http://www.bleepingcomputer.com/forums/t/43051/how-to-use-sfcexe-to-repair-system-files/
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.

This resembles another thread with similar issues with the winlogon. It had to do with AVG and XP that wasn't updated to SP2. Do you have these conditions?
