Blank Screen......explorer.exe Has Preformed An Illegal Operation

alright so i have a computer that has Windows 98 on it and i go to start it up but after it gets to the point at which is starts to show the desktop, thats all it shows and it says explore.exe has performed an illegal operation. I cannot see the taskbar or any icons, just my background.

Boot to DOS Mode by accessing the boot menu at startup and selecting Command Prompt
