I can't run any executables, command files (.com), msconfig or regedit. in both normal and safe mode. I have plenty of removal tools, but I can't figure out how to run them. I recently replaced the video card with a geForce fx5200 from MSI, and the CD rom was fubaring the IDE chanel (see my other topic: http://www.bleepingcomputer.com/forums/topic72676.html), but thats unhooked now. Already repair installed. Its not my computer, so I would really like to avoid a complete reload at all costs.

try "SFC /scannow"

Start > Run > "SFC /scannow" (minus quotes) note: might ask for the XP CD

On another note, I also have access to winternals ERD. Surprisingly, there is nothing I can do from there to fix my problem.

no effect still does nothing. I'm gonna boot to recovery console and scan with the AVG command line scanner.

Winternals is really nice, if you have access to it. Its hard to get because it overrides everything and gives you complete control over the system.

you have to have physical access to the computer to use it. Its a bootable cd. ERD also provides disk commander, which provides data recovery. Also a locksmith to reset passwords. Definatly not something you want in the wrong hands. The only reason I have it is I repair computers for a living.

oh.. lol well, ok, it seems it could most likely be a malware issue. I had a similar issue, but it only affected .EXEs

this is starting to get really frustrating. I can't even do anything from recovery console. every folder I open access is denied. Although I can get limited access to regedit thru ERD commander. Since ERDC doesn't actually log in, I don't have access to the Current User tree.

Download these two reg files:

http://www.dougknox.com/xp/fileassoc/xp_exe_fix.zip

http://www.dougknox.com/xp/fileassoc/xp_com_fix.zip

Extract them to your desktop, or other folder, and double-click on each reg file. When it asks if you want to merge the data, allow it to do so. Did this fix your .exe or .com problem?

Is it possibly a rootkit?

This is starting to get ridiculous. When I tried to merge, it just opens the regfiles in notepad. Someone was really thorough. can I merge from repair console? I never tried it. If I knew what the name of whatever it is that caused it, there's probably a boot disk fix or something already.

Can you import reg files using the ERD regedit?

If so see if you can import those reg files. They should reset the .exe and .com extensions back to defaults.
