Can you get there by clicking on "folder options" icon in Explorer?
Another possible way would be to find Folder Options in the Control Panel.

John

I found this regedit on the web (no idea if it'll work for you):

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoFolderOptions"=dword:0000000

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions]
"NoBrowserOptions"=dword:00000000

Also, some posts suggest that this may be due to malware. I'd suggest running this free, online scan to check: http://safety.live.com/
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
