I've been using this computer since December 1999. I am running Windows98SE.
Recently in the last two months, at shutdown, everything stops at the window that states, "Windows is shutting down". Nothing happens and I have to hold the power button in to shut down the computer. Of course, at startup, I get the famous, "You have shut down incorrectly ....blurb", I have downloaded all the fixes suggested by Microsoft and searched Google for additional suggestions. Nothing I have done to this point has worked. Some comments which I have read indicate that another program which I have downloaded could have some connection to this problem. All ideas or comments would be appreciated. PS. I even took the shutdown off fast-shutdown process. I even shutdown all running processes prior to shutting down, and that did not work.

This is a known issue with Windows 98. Go here and get the patch issued by Microsoft,

If that doesn't do the trick, the 'bible' on shut down issues is here.

Thanks, I'll check the bible. I have tried all the download fixes and IRQ issues mentioned by MicroSoft.
