when i try and open css, it says at the top, cannot specify path,file, or device. i reinstalled,visited support, everything. help me please!

Are you trying to open CSS from a shortcut on your desktop, from the "START" menu, or directly from the STEAM menu itself?

If you're trying to open it through a shortcut from the desktop, double/triple-check to make sure the shortcut is going straight to the css executable.

Try running it directly from the steam menu (if you aren't doing that now).
