What Is "red-x In Box"

I am trying to open a brochure on a state government website but all I get is a "red x in a box". What do I do? Why does this come up sometimes? Hope someone can help because I need to read the brochure tonight. Thanks

Try clearing out your Temporary Internet Files.
If that doesn't help, see if anything here helps:

make sure all your antivirus, anti malware are up to date, download a program called hijackthis and post a logfile if you can't get it fixed with the microsoft guide
