Cant Log Into My Computer

When I get into windows XP under my name I can get to the desktop... but the desktop remains blank and there's no start bar either.

I'm not sure what's wrong this just happened yesterday out of no where after restarting. I tried to re install windows XP but it says the version of windows XP I have on my computer now is too new to be updated or something along those lines.

Does anyone know whats wrong?

if you press Ctrl + Alt + del and open taskmanager. Use the File -> New Task(run) and type explorer.exe

Does this bring all of the desktop backup?
