Cannot Import Registry

Before I did some work on my machine, I exported my registry via (start>run>regedit>file>export.) I saved it to a folder I created. When I was finished with my work, I went to the folder and attempted to "import". This is the error message that I recieved.
Cannot import C:Docume~1\Owner\Desktop\REGEXP~1\100506~1.REG: Not all data was successfully written to the registry. Some keys are open by the system or other processes. Can anyone help or explain. My OS is Windows XP Home. Thank you in advance

Your registry is still in use - so you can't write to those keys that are being used. A registry monitor will show you that there's a huge number of keys being written all the time when your system is on.
