Stop Message In Windows Xp Home Edition

Hey! A friend of mine accidentally installed the Zanga toolbar (it came bundled secretly with some software he downloaded). He got a pop-up stating that a virus had been detected, and then he ran a Norton scan. It detected one adware, and then he tried to remove it. However, it would not remove. He tried to look in the Quarantine box. The system would not load the box, and then it froze up. He proceeded to turn off the computer via the shutdown button. He booted up the computer again and he got the Windows Inconvenience screen, asking if he would like to load Windows in Safe Mode, Safe Mode with Networking, or Normal Mode. Regardless of what he selects, he gets a blue error message. This is the noticeable line:

This sounds like the problem.

Sadly, the links you provided are too vague for me to fix with, plus my friend cannot do some of the steps due to the fact that the error message does not allow him to access prompt or Windows. How do I go about doing the resolution without access to command prompt or Windows. My friend has no floppy drive or Windows XP install CD.
