Usb In Dos

If unzip or look inside map of win98 disk you find several file that can use USB in DOS, but how and where do I load thease files?

Someone had told me that you can't enter DOS in XP (I don't mean the DOS-promt)
I have a anti virusprogram that start in DOS-mode before the XP starts. How is that possible?
(I have moore than one computer)

To make it moore complicated the keyboard port is brooken on the computer
(I guess it would be easer to fix the port problem than try to fix the software problem)

Please help if anyone have some idea how to solved the USB problem.
