Continuous Reboot

First off I want to say thanks..you guys helped me fix on off my computers today. All the pop ups are gone and it is running faster. I thought I would see if you might be abel to help me with a problem I am having with my other PC. Somehow it is on a continuous reboot. When I turn the computer on it starts on a page that says "We appologize for the inconveniece, but windows did not shut down sucessfully....." Then it give's a few options as to how you want to start it...such as "start normaly" or in "safe mode". I have tried every way to start it that it list but nothing works..it just keeps rebooting. Can someone help me? Thanks.
