Lost System Restore & more

I am workig on a Dell inspiron 9100 that is unable to bring up Help & Support, System Information & System Restore will come up but the box is all white on the inside with System Restore across the top.

I have run all the spyware repair and virus scan tools and not found anything wrong.

This computer is only used in a company that only sends and recieves MS Office Doc. e-mails via ATT Wireless from a location in the field.

The problem started after installing Norton Internet Security 2005 then he could not receive e-mail (sending was alright) so he did a System Restore back to be fore the NIS install then that is when SR, H&S, & SI quit working.

Win. XP Home SP1
IE 6.0

Try this, river rat:
Uninstall (if it isn't already) NIS05. Check your HD for any folders/files left over in C:\Program Files.
Boot in safe mode and select "last known good configuration". boot back to normal.
Try the affected apps.
patiently patrolling, plenty of persisant pests n' problems ...

Thanks Phawgg for the info, tryed it but didn't work so had to do some more digging and come up with this fix and it worked like a charm.
