CPU 0 100% - Process System 20% & System Interrupts 20% at Boot

Hello friends. I have this weird problem with my PC. When i boot into bios and make changes and then restart and boot into Windows 10, one of the CPU cores locks up at 100% usage, when i check task manager, process system and system interrupts use 20% of CPU , totaling 50% usage at boot and idle. This also happens when i restart using the button on the PC case. The only workaround is to shut down the computer from Windows 10 and then power it on again.


I had this problem before, and i suspected it to be faulty PSU. But i got new PSU and i experience the same problem. I also got new RAM memory and i did Windows RAM memory test, it didn't find any errors. I also got SSD because my old HDD was failing. I also did virus scan with Bitdefender Free, no results. Everything works ok, the only thing which bugs me is that when i change bios settings or use the restart button on the PC case (or in case of power outage) i need to turn off my computer from Windows 10 and power it on again, and the problem disappears.


I had this same issue running Linux, Debian distro, where the process kworker will have 100% CPU usage. At this point i am thinking of flashing the bios and upgrade it, but i am scared because i have experience that bios upgrade could do more damage than fix.



Motherboard: foxconn h61m/h61m-s - with factory bios

CPU: Intel Core i3-2120 3.30GHz



DISK: 1 HDD 500GB (old, for storage only) 1 SSD 180GB (new, Win10 boot) (i had 2x 500GB HDD but i took out 1 because it was failing)


Please help i am desperate, i have no idea what could cause this. After hours of investigating on the internet, i found nothing. Maybe some of you can help me resolve this problem.
