Files Keep Putting Themselves Back

Does anybody know if there is a way to stop files from putting themselves back?
for instance I do not want any Google folder in my C:\Program Files
or NetMeeting.
There are other but I forget their names.
I have deleted the folders twice but every time I restart windows they are back.

If you no longer want the programs uninstall them using the add/remove programs utility in the control panel.

If you do want the programs but want the logs stored somewhere else change the settings in the program.
