How to transfer iTunes from Windows 8 to 10

How can I transfer all iTunes data from an old laptop to a new one without losing anything?
I already had a sad experience with data loss during the transfer, but I still did not understand the problem and how this system works if all the data is in the cloud storage.

That is easy, you can transfer the iTunes library to external hard drive and then you can move the files from external hard drive to the new system of your computer. Hope it will be fine with you.
