Context-Clicking On Certain Random Files Don't Show The Normal Menu

Dear Techies,

I'm in a Windows Server 2003 R2 environment. When I right-click on some files in the file server, I only see Open & Send To sub-menus. This happens on only certain files at random. Other files when I right-click on them, they list the full menu with properties. I can't edit the property of these files because the full context menu doesn't show. I am logged in as domain Administrator with full access rights. What could be the issue? And how can I get those files to show the full menu including properties?

Is this happening with a particular file type, or is it random? 

Can you copy of move the files? If you copy them to a thumb drive and access them on another computer, do you get the same behavior?

Have you made any changes recently to the server or the operating system?
