Can't Run Spywareblaster

While i try running Spywareblaster, This error message pop up.

Since five years passed from mr.Grinlers reccomendations, and new software for pc-s protection are available,is it possible that mr.Grinler, or other moderator/expert post updats for computer security and internet explorer safety.
