You say you know what it is but you called it an "os" above.  One note requires that you are signed into Onedrive to access all your notes.  I can only assume that they updated it and is now giving you problems, or it needs updating and that may be the problem.  Either way this is not the Support side of the windows 10 forums.

I'm not even sure what's causing your problem is but it would be best to give some history.  Maybe someone else has had the same issue but may be better in the Software part of the Forum.

1. How long you've been using it?

2. How many Devices you are using it on?

3. Did you ever sign into it or were you just using it without a login?

4. Which Office Program are you using?

5. Are you using it on Windows 10?

See if THIS LINK will help you until someone else comes along that has had the same issue.

There are two different apps called One Note;

https://support.office.com/en-us/article/what-s-the-difference-between-onenote-and-onenote-2016-a624e692-b78b-4c09-b07f-46181958118f

I have both installed. Use both and see which one you like better.
