I hope this is the right forum. Periodically I copy my iPhone photos to my laptop. Every time I do so I create a new folder that has a lot of photos that are in prior folders. Is there software that would compare two folders and eliminate duplicates?

Yes, there is...but you could simply combine the folder contents.  Windows will nofify you when the same filename is being added to a folder which already contains a file of the same name and type.

There are a zillion programs/utilities which will compare folder contents and give users the option of which to keep.  Try doing a Google search using a search string such as "duplicate files" or "duplicate photos" and decide if you like any of the lot.
