Slow Upload - Crippling Internet

The fastest service available in my area is 20Mbps down and 1.5 Mbps up.

I have Windstream internet with a Sagemcom 4320 DSL modem - running two bonded 11Mbps connections with 786k up on each.

 

I need a way to throttle upload on all devices because QoS doesn't help at all.  When our cell phones decide to backup data the internet grinds to a halt,  If any device uses an upload to store information it kills my internet connection.  I do have a Linksys EA7300 router, but it also does not have an upload limit in QoS Settings and is not supported by DD-WRT, which I believe can throttle by IP/MAC address to a set bandwidth.

 

What are your ideas?
