File path to phone/tablet not remembered on upload

A rather annoying problem that is slowing down productivity greatly. Occurring across multiple computers using windows 10 and 7 and multiple browsers. When trying to upload images to several different websites, after navigating to the file location on a phone/tablet (android and apple) then next upload points to windows IE temp folder "C:\Users\Owner\AppData\Local\Microsoft\Windows\INetCache\IE\87VMYUIQ"

 

If I upload from a folder on the HDD there is no issue.

 

I did a light registry cleaning and scanned for malware. Scoured search result for any clues. I have no more ideas.

 

Any thoughts?

Is the phone still connected for the second upload?

 

Is the phone disconnected between uploads?

Yes. All devices stay connected. I was able to make a quick access folder in Win 10 which helps.

What browser are you using?

Yes. Multiple browsers. Circumvented the network even. I've set the websites to trusted and done my best to remove IE. I think fire is the next step.
