Can't seem to get Windows Driver Kit 7.1.0 7600 to uninstall

downloaded from microsoft website here:

https://www.microsoft.com/en-us/download/details.aspx?id=11800

Tried uninstalling it in safe mode

Tried using the microsoft windows uninstaller tool:

https://support.microsoft.com/en-us/help/17588/fix-problems-that-block-programs-from-being-installed-or-removed

it asks me for a "38 character product code" which i don't know how to find

I don't have a restore point, my fault

I believe it's partially uninstalled but won't fully uninstall

when I try to uninstall from control panel programs and features

i get this

https://gyazo.com/97a762ea5184d59d24bb9ab27c9375f1

can't hit okay and remove or do anything with either option

Try the Revo uninstaller, a free download from BC, you can get it here -

https://www.bleepingcomputer.com/download/revo-uninstaller/

This small utility is very good at getting rid of leftover and remnant applications. Noormally you do not need to use more than the default settings.
