High dpc latency

My computer has been acting strangely in last months. 
i5 3570k
GTX 970 msi
Asrock extreme 4 z77 
128 EVO 750 ssd
Some of it seems to have to do with overclocking(4.6 +0.115v) as i get bluescreens when i do it, however i used to be able to overlock it without problems before. 
I started running it at stock clocks, and i started experiencing lag and hiccups (in windows, in games i have not tested) along with the process "system" using up to 30% cpu.
So i took out the GPU on a hunch, and thus far the lag hasnt come back however i do get this in latencymon:
Before taking out the gpu i also got high latecny values like this but related to directx drivers or something like that.
I don't know how dpc and irs work so i dont know if this is relevant.
I believe the front usb hubs might have something to do with this. They work strangely sometimes.
Any ideas?
