trying for months and did update assistant, troubleshooting, etc.  however always have this awaiting restart 2018-05 Update for Windows 10 Version 1709 for x86-based Systems (KB4134661)

It has installed a later build from this month

Was considering doing a reset of windows, or is there a better idea?  I have windows home, on a 32 bit machine

this also doesn't want to install

Try opening up Command Prompt as administrator  --   type cmd in the search box... wait until the blue area pops up above that says "command Prompt"  right click on the blue area. select "run as administrator" click "yes"  type in the command prompt box:   sfc/ scannow   (hit enter and let it run to completion)

actually just did it and in the process of trying to install again from media creation tool, also clicked keep files only this time.  The SFC scan said it did not find anything
