Boot PC using blank cd

I have a Toshiba satellite c655d-s5200 laptop that was recently donated to me. It has windows 7 home premium OA pre installed with a product key under it but it won't boot up from the hard drive or Ethernet controller. I would like to know how can I boot the PC by using a CD/DVD as a bootable device. I have a blank CD disk with 700mb but don't have an copy or original windows 7 installation disk. How can I boot my laptop with jus a blank disk and using another PC under windows 10?

Option 1. It's a longshot, but if the recovery partition is intact, it may be possible to reinstall from the system itself.... Here are the instructions to try... https://support.toshiba.com/support/viewContentDetail?contentId=2737864
 
There is a good chance that recovery media is still available, from Toshiba, please have the serial no. of the laptop on hand using this document as a guide...
 
If the system is under any kind of warranty this offering is usually No Cost to You. Don't panic if the warranty is expired.
Recovery Media for out of warranty systems (if available) can be purchased for a minimal charge, in some cases you just pay a shipping and handling fee.

Option 2.  Visit this page: https://support.toshiba.com/repair#media Scroll down to Get Recovery Media section enter your serial no. and click GO.
Information for availability and obtaining Recovery Media will be offered.

Windows iso downloader now has Windows 7 isos available. You will need to do a phone activation.

Correct, Or the OP could use a USB flash drive and Rufus.
