Yes. Primary video adapter tells BIOS which adapter to boot to when you have both AGP and PCI video adapters installed. If you only have an AGP video adapter but it is set to PCI then it should still boot to the AGP video adapter, but it will take longer to boot as it first has to search for PCI video adapter.
