Where can I download Service Pack 4 for Windows 2000 in Easter Asian languages?

Hi,

 

I'm installing Windows 2000 in Chinese Traditional, Korean and Japanese in VMs and the ISOs I have are only SP1/RTM and I was wondering if anyone knows a place that hosts the SP4 offline installer files for Windows 2000 in the languages above as the English SP4 installer file doesn't work with them. 

 

Edit: I've made a typo on the title, I meant Eastern Asian languages

1 or 2 years ago i downloaded/get download links for all hotfixes directly from Windows update with this tool

I'm not sure why but Windows 2000 didn't like the update program:

wumt%20error_zpsrpjfgphc.png

Translation: wunt.exe encountered an error and was terminated. You must restart the program.

Install IE6SP1 first and maybe windows update agent

Installing IE6 SP1 didn't work and Windows Update Agent 3 refused to install
