Missing Disk Utilities from recovery mode.

Have a mid-2012 MacBook Pro 15 inch that will not boots completely. It restarts about three quarters of the way through, so I run recovery mode which connects to WiFi, get spinning globe progress bar which completes, but no disk utility options appear. It just goes back to the boot-restart loop.
