Windows 10 memory leak upon fresh install

AMDx370 16gb ddr4
AMD Ryzen 7 1700x, 8 core 3.4ghz
Nvidia gtx 1070 8gb gddr5
256gb sdd (windows install location)
1tb hdd

So when I first had my computer.. the memory leak was only like 3% or 4% which seems pretty normal. Well time went on torrents were downloaded and I started noticing something eating up my memory it was at like 20% or so I figured it was some malware like a Bitcoin mining malware or something. So I did a full wipe of the hard drive or so I thought when I reinstalled windows I noticed that there was a 10% memory leak this was definitely not the same as the first time. But how could that be I just did a factory reinstall? Is it possible this malware is still embedded in my computer and if so how is that possible and also how can I get rid of it? Thanks a ton.

( sorry it's late im in bed I don't have my computer on I'm not sure if it's a Memory leak or CPU Leak )
