Explorer.exe not responding causing black screens and freezes

Recently my computer has been nearly unusable due to explorer.exe not responding. This has caused me to lose access to my start menu, windows explorer and just about everything else. I was able to access Chrome via a backdoor through a Java update option in control panel. 


Booting in safe model does not help. I've tried to update Windows, various programs, and my BIOS, none of which worked. I also tried a System Restore, but that did not work either. I have run out of ideas and welcome any help before I wipe this thing clean.

I am not sure if you still require help. I recommend adding a new user or activated the built-in Admin account via command prompt. Then logging in with the new user to see if it helps. Let me know if you need details.
