Hot Spot Shield Problem

Anytime I open my browser, or when I attempt to repair my Fortnite epic games launcher, I receive a message saying my data limit is reached from hotspot shield in my google chrome browser. My internet connection seems to be blocked, however, I can at times reach a site such as YouTube and run a video for a bit before that times out too. The thing is, I never downloaded hot spot shield, but whatever this is seems to be messing with my internet connectivity. I am on my universitys free WiFi as well if that helps.
