Windows 10 not finding/installing monthly cumulative update

Since the February release '2018-02 cumulative update for Windows 10 version 1709 x64 (KB4074588)' my OS will not find and install the monthly cumulative updates.  When I manually check for updates it comes back device is up to date.  I have to manually download them from the Microsoft Update Catalog web site.  It still finds and installs the monthly releases for Security updates for Adobe Flash Player and win defender dat updates.  I've tried stopping WUA and deleting folders at C:\Windows\SoftwareDistribution, tried running the windows troubleshooter, resetting all updates to base with this command 'Dism.exe /online /Cleanup-Image /StartComponentCleanup /ResetBase' but it still doesnt find the patches.  Attaching a pic of the updates currently installed in my system.  I don't know what else to try, does anyone have any idea what might be the issue?  Thanks!
