It sounds like you have a Dell problem and not a Windows problem.
Do you have any similar units where this is not a problem or it on all units?
Provide the Service Tag number of one/some of the afflicted units so we can look up the details.
A quick check on the Dell WWW site for the Vostro 5568 does not list Windows 7 drivers available - only Ubuntu and Windows 10:
Could it be that Dell does not make Windows 7 drivers for those units?
A Dell Moderator in this link says:
When you check the Mouse Properties (main.cpl) is there a tab for the Dell Touchpad or is there not?
If it is not listed they say:
When the Dell Touchpad tab is not listed, it means the utility that enables and disables the touchpad is not installed. Refer to Dell Knowledge Base article Drivers and Downloads FAQs for more information on downloading drivers (the Dell Touchpad Driver/Utility is listed under Mouse, Keyboard & Input Devices).
Here is a link from Dell about disabling the touchpad:
you can usually turn it on & off with a quick press of a button? What button would that be that need to be quickly pressed?
