CES 104 flashes before login and cannot reset or boot from USB

Hello,

I have a CES 104 which I am looking at and I cannot find a solution. On booting it flashes between a blue screen with the Windows circle of dots and a black screen, probably less than once a second. 

The machine reset button does not work, so my first question is can this be done some other way.

My second question is where do I find and enable the CSM in UEFI. I have disabled secure boot but can see no way to boot to USB so I can try a windows 10 Os fix.

CES 104 laptop

at one stage I did get the error message 

The exception breakpoint. a breakpoint has been reached. (080000003) occurred in the application at location 0X6E1A19FA. Click ok to terminate the program.

I think after hours of searching the web I may have found an answer that works and is very simple.

Basically interrupt boot with power switch repeatedly until troubleshooter comes up.
