PC Stuttering

Recently my PC has been completely freezing for 0.5 seconds to 2 seconds. With this freezing comes a loud buzzing noise that I cannot prevent.

The buzzing and freezing happens whenever I play games or watch videos through YouTube, Netflix etc.

The buzzing noise can sometimes be heard when also streaming music or videos.

This all started after i overclocked my PC beyond its limits, ive restricted it from its limits and its still doing it.

 

What is this weird buzzing and freezing, how can I fix it and how can I prevent it?

 

Things iv'e tried

  • Uninstalling computer care software, like system care and driver booster
  • Launch options in steam and allocating a certain amount of memory for a specific game
  • Continuous computer restarts 

 

The aforementioned events also happens when downloading files/software through chrome

I can only guess on this one

I'd say that the overclock also overheated the CPU and now it fails when it gets warm again.
