PC is Unresponsive, Needs hard reset to fix

Hey guys,
I built a PC a while ago but it's started becoming unresponsive whenever I do a bunch of stuff at a time, and it's very inconsistent in what I'm doing. I can watch like 5 youtube videos before it stops, but sometimes as soon as I open chrome and start a video it will become unresponsive
Examples include:
Running resource monitor, task manager and windows update simultaneously
Watching a YouTube video on chrome with four tabs open
Installing OCCT
I just recently got the motherboard RMA'd and every other part has been tested in my roommates PC and work fine. 
I don't think anything is over heating and I'm just so confused and frustrated as to what is going wrong. 
I've included a bunch of screen shots of resource monitor and task manager and their info. Those unresponsive moments were only fixed by a hard reset, and all happened in an hour.
Will upload an OCCT monitoring next time I catch it freezing
