Possible virus affecting internet connection?

For the past month, I've been having an issue with my internet. I get random ping spikes into the thousands for an hour, and it'll slowly go back to normal for a little bit. I've bought a new adapter, replaced motherboard (unconnected to the issue), and reset my modem time and time again. At this point, I'm beginning to think it might be a virus. I've tested my connection on my phone and it's fine, while on my pc I'll be lucky to get 1mbps download/upload. I've tried running malywarebytes on safe mode, but it didn't come out with anything. Any suggestions you guys might have? I'm about at a loss.
