Sets is tabs in Modern apps.  You can have one window with multiple tabs, and each tab can have a different app.  Drag and drop is also available.  Many times after installing an RS5 build, the user most wait several days for this feature to be activated by Microsoft, but now you can activate it manually.  Simply download, and extract the folder by going here:  https://github.com/riverar/mach2/releases/download/0.3.0.0/mach2_0.3.0.0_x86.zip  Then run these two commands from an elevated command prompt.

mach2 enable 13849566 -v 1
mach2 enable 10727725 -v 1

Reboot, and Sets will be enabled.

All thanks to to @WithinRafael for this.

NOTE:  THIS ONLY WORKS ON RS5 VERSIONS OF WINDOWS.  IT DOES NOT WORK ON RS4.  YOU CAN RUN IT ON RS4, BUT NOTHING HAPPENS.
