Windows Login page disabling keyboard

Hello all, it has been a while, but I have a new question that is killing me, and would appreciate some assistance / advice....

I recently got into my storage unit, and dusted off my old Dell Dimension 8300 desktop, which is still running Windows xp, but I cannot get it to boot past the Login page because it seems to disable my keyboard on that page, and I cannot type anything at all. It will not even let me use ctrl>alt>delete as it is not even recognizing the keyboard at all.  :smash:

I am wondering if this sounds like a software or a hardware issue, so that I may proceed to get this old relic to boot up properly. Please clarify, and thanks in advance!!  :bananas:

Does tapping F8 at boot allow you to select Safe Mode and have keyboard access? Is this a USB or PS2 keyboard?
