Windows failing to start on my Dell Vista laptop

I woke up today to find black screen on my Dell laptop titled Windows Boot Manager. It advises inserting Windows Installation Disc & restarting computer which I have done but nothing happens beyond looping black screen warnings. I have no way of removing disc now it's inserted as there is no external eject. As well as the File detailed in my title, the status quoted is 0xc0000428 & Info: Windows cannot verify the digital signature for this file. I have tried other options like safe mode to no avail, with the laptop looping back to the same status & choices. The initial page on a start up attempt states Windows Error Recovery.

Other details to note is that it runs Windows Vista.

Of course I hope that I can successfully manage to start my laptop. If not, I believe that I may be able to access my hard drive through another p.c.?
