Display on fullscreen/Borderless gets shifted to the side

A couple of days ago i started having problems with almost every game i have that i play in fullscreen or windowed borderless, where once i clicked on the game/pressed anything on keyboard or gamepad it would shift my screen to the left, chopping off a portion of the screen and leaving a black nothing on the other side

 

ive tried a few things to fix this like changing ingame res, my actual computers display res and reinstalling my NVIDIA drivers to no avail

 

so i tried to capture what it looks like with my shadowplay recording, however it shows something different as shown here

as you can see once i press a button it stretched my screen, it looks nothing like that on my end, my game seems to be compacted or something till i click it

 

tried taking screenshots with steam and they look fine, just as the game should, also tried with nvidia and it shows the same thing the video does

 

then i tried to use a screenshot tool (sharex) to try and while its active the game goes back to normal

 

this makes me think it has something to do with the fact i am using a 3840 x 2160 res tv as my monitor (even though the games have the same res option in game, and changing it doesn't change the problem) however i have had this monitor playing games for the last 5 months without issue 

 

List of games affected:

Furi

Ark

Dark souls 2/3

Overwatch

Payday 2

Fortnite*

 

*fortnite has this problem in windowed borderless but is fixed in fullscreen

 

if anybody has any ideas about how to fix i would be very grateful

I really don't have not much to offer, but, when you reinstalled your NVidia driver did you do a clean install?
