Clean install of Windows 7, IE blocks ALL websites!

I am trying to help a friend set his computer after we installed Windows 7 on it. The first thing he tried to do is get Google Chrome on it, IE blocked Google.com saying "To protect your computer, internet explorer has blocked access to this website" He even went to apple.com and the same thing occurred. same for facebook.com, it literally blocks EVERYTHING INCLUDING microsoft.com. He cannot go to google or Mozilla, nothing.


I Googled the problem, Google recognized the search terms and provided next word suggestions, but still nothing relevant came up

Is this a legal install of Windows?


What version of IE is installed?  If it's any version other than IE 11...those versions are persona non grata since they are unsupported now by MS.
